Executive Summary
Scientific language and an expert conclusion can make a forensic report appear final. A critical review begins earlier: What question was the examination designed to answer? What material was actually tested, how was it handled, and what relevant material was omitted or unavailable? This publication provides a disciplined framework for understanding what a report establishes without overstating its certainty.
A forensic conclusion is an expert interpretation of particular material under a particular method. Investigators and counsel should identify the question asked, confirm the evidence examined, read the methodology and limitations, preserve the report’s exact terminology, and seek underlying laboratory notes, extraction data, photographs, or measurements when material. A qualified independent expert may be needed when the technical evidence is central or disputed.
Read the method, limitations, and underlying data—not only the conclusion.
